I had accidentally seen the Excel table of care home accidents in my local government body. Never seen and never learnt from. The broken handrail might never get fixed.

I had to get government approvals to send data to HSE and one bizarrely from the DWP - who were confused themselves why it was needed from them. Just as I had approvals the government had paid a consultant to rejig the whole system. I would have to match a new specification but I was broke.

At the time Prime Minister David Cameron said he wanted to "kill off" the Health and Safety culture in the UK. I was at a major car manufacturer at the time and saw they were already destroying their H&S culture hiding information behind pillars and the email contact was for a person who had left the company.

Sometimes you not only have a financial fight you have to fight against a prevailing new business and government culture where health concerns are secondary.

You may be able to use AI to rebuild something like the system you had. It is suprisingly easy to start with a demo system you may need to show to investors. Potentially you could do the whole thing for free.
